Books
Every spell and skill can be found written down. Read a tome to try to learn what’s in it; skill manuals always teach, spell tomes only sometimes. Merchants who deal in magic sell them.

How it works
Learning from a tome
The chance to learn a spell is 45% + 12% per point of school proficiency above the spell tier’s requirement (below it counts against you) + 2% per point of Intelligence and of Wisdom above 3 + 1% per level above 1. Below the tier’s proficiency the result is then cut hard: ×0.5 for one missing point, ×0.25 for two, ×0.1 for three and ×0.04 for four or more. A class that can’t use the school, or is forbidden the spell, can’t learn it at all.
Skill manuals
A skill manual always teaches its skill; you still need some of the skill’s proficiency to use it.
